News More than one year after it was first tested and after consideration of a recent alternative the “halo” cockpit protection system will be used on Formula One cars from next year onward Motorsport’s governing body which began testing the system prior to the 2016 season finally approved it on Wednesday following a meeting of its strategy group which all F1 teams attended The FIA has been looking at ways to improve cockpit protection and limit the risk of head injuries after French F1 driver Jules Bianchi died in July 2015 and British IndyCar driver Justin Wilson died a month later The halo design forms a semi-circular barrier around the driver’s head protecting against flying debris without completely closing the cockpit When first tested ahead of 2016 drivers were divided as to whether they liked it with some _ like three-time F1 champion Lewis Hamilton _ criticizing it on aesthetic grounds Other safety devices were therefore considered As recently as last week a transparent open canopy system constructed using polycarbonate known as the “shield” was tested by four-time F1 champion Sebastian Vettel during last the British Grand Prix in Silverstone But Vettel who has previously spoken in favor of the halo was critical and said it made him feel dizzy and that visibility was another issue The FIA felt that reverting back to the halo was the best option especially considering that the sport needs more time to make some modifications to it “The FIA confirms the introduction of the Halo for 2018 With the support of the teams certain features of its design will be further enhanced” the FIA said in its statement Wednesday “It had become clear that the halo presents the best overall safety performance” Bianchi died at the age of 25 after battling for months to recover from massive head injuries sustained at the Japanese Grand Prix in October 2014 Bianchi’s accident at Suzuka occurred at the end of the race in rainy gloomy conditions when his being hit on the helmet by debris from another car at Pocono Raceway in Pennsylvania While Hamilton had been critical of the halo’s appearance when it was first introduced Vettel and retired F1 champion Nico Rosberg had championed it saying it was vital for the sport to enhance protection following Bianchi’s death and that visibility was not a significant problem when driving with it Other matters discussed at the strategy meeting included plans to control costs in order to ensure “the sport remains sustainable in the coming years” No further financial details were given but it is Parivahan Mahamandal Limited (PMPML) has deputed as many as 805 buses for election duty for Pune and Pimpri Chinchwad municipal bodies’ polls Although PMPML had provided buses for most routes the frequency had come down drastically Besides the buses plying the roads on Monday morning were mostly old and dilapidated causing discomfort to the occupants Most of the buses plied to full capacity with office-goers and students Watch what else is in the news However the buses deputed for election returned in the afternoon shift and the public transport situation normalised On Tuesday election day bus services will remain normal in morning and afternoon and will only be affected post 5 pm when the buses will head to the polling booths to ferry the staffers and EVMs to designated centres PMPML commuters will be in for a tough time on February 20 and 21 when as many as 818 buses from its fleet will be off the roads as they will be deployed on election duty “The election officials have sought 818 buses from the transport utility for election deployment We have provided them 805 buses on Monday morning They transported the staffers and voting material to the polling booths The buses re-joined the service in the afternoon shift” said Anant Waghmare general manager (operations) Waghmare said as it was mandatory for the transport body to depute the buses the management made sure to bring on roads more buses than usual so that passengers have to suffer minimal inconvenience “On an average about 1400 buses are on roads Since we had to give away 800 we made sure that about 300 buses which had remained off the roads due to disrepair for a month or more are put to service Thus despite the election duty engagement as many as 889 buses were on the roads in the morning” said Waghmare On Tuesday the day of polling all 1600 odd buses will be on the roads said officials Meanwhile activists have slammed the PMPML for causing inconvenience to the residents They suggested that private buses or vehicles of government functionaries which were confiscated during the model code of conduct could have been assigned for election duty “The PMPML’s decision to provide a majority of their buses for election duty hasn’t come from their concern for national duty but the 10000 per bus fare that the PMC and PCMC will pay to the transport body for the service PMPML will earn while the there isn’t a single water tanker in the 210 villages and 44 hamlets of the district claimed officials in the state water conservation department Similarly in adjoining Beed district the water tanker fleet has come down to six from last year’s 866 across 671 villages and 583 hamlets they further claimed According to the officials across the eight drought-hit districts of Marathwada region namely Aurangabad Jalna Parbhani Osmanabad Latur Beed Hingoli and Nanded in all 314 tankers have been deployed this time Last year the number was 3338 they said The officials claimed overall in the peak summer month of May water tankers deployed across rural Maharashtra have dipped sharply to 798 from last year’s 4883 and they attribute this largely to the success of the state government’s Jalyukta Shivar project because of which hundreds of villages in the drought-prone regions of the state are no longer dependent on tankers According to the officials data from 34 districts (out of a total 36 excluding Mumbai and Navi Mumbai) shows the demand for water supply through tankers has declined across the drought-prone districts of Marathwada Vidarbha and parts of North and Western Maharashtra Though the average temperature across 25000 villages which are drought-prone out of 40913 has been between 42 and 46 degrees Celsius the total tankers deployed are down by 4000 compared to last year the officials claimed In North Maharashtra the tanker fleet is down to 81 from 992 last year In Western Maharashtra the figure is 237 compared to last year’s 354 In Amravati division 50 tankers have been deployed compared to last year’s 191 and in Nagpur division 39 compared to 12 last year the officials claimed Interestingly in Konkan which is water-surplus 77 water tankers are still deployed compared to last year’s 76 Sources attributed this to lack of infrastructure and not drought “Apart from mitigating drought the Jalyukta Shivar programme has helped us save on expenditure on water tankers Even if the total tankers deployed are down by 4000 it works to Rs 40 lakh per day by conservative estimates If we were to compare it to last summer when tankers were pressed from mid-February the amount of money saved would be more than Rs 2500 crore” said a source The government has urged district collectors to expedite the completion of ongoing Jalyukta Shivar projects before the onset Juggernaut Pages: 231 pages How does one tell a story of a 26-year-old intelligent educated woman being battered by four months of marriage To start with Meena Kandasamy trips the reader by almost drawing a chuckle The first to play storyteller is the woman’s mother a figure familiar from lachrymose soaps and painful personal experience She gets around the socially devastating fact of a divorcee in the family in the tradition of middle-class matriarchs: she makes it about hygiene (when her daughter returns home “her heels were cracked” her head was teeming with lice) and herself “This is how my story of Young Woman as a Runaway Daughter became…the great battle of My Mother versus the Head Lice” says the narrator of the novel wryly imagining the fable taking a metaphoric life of its own being “taught in gender studies programmes” though it “was a little too dirty and disorienting for white feminists” The moment any woman speaks out against the violence and sexual abuse it does not remain her story This is lived experience Why was she out late What will the relatives say Did she try hard enough Is she really as chaste as she looks Kandasamy’s narrator is keenly aware that her story — a common one in India where a majority of women face domestic violence — must be wrested back (“I must write my own story”) At one point in the novel among her many fears — of being beaten to death disfigured by the daily rape and trapped in a police case — is that of turning into Althusser’s wife The French Marxist philosopher had strangled his wife and rationalised it as “suicide by proxy” a kind of “non-consensual consent” — and gotten away with it “As long as a woman cannot speak as long as those to whom she speaks do not listen the violence is unending” Kandasamy writes This novel based on the author’s personal life is an account of unspeakable marital violence but the subtitle signals her declaration of intent The writer as a young wife is here to claim the Authorised Version even if the title When I Hit You makes her just another object Hit he does the husband with everything he can get his hands on — from heavily-buckled belts to MacBook charging cords from the back of the broomstick to ceramic plates and the drain hose of the washing machine The house weaponised against a woman Communism and the Little Red Book used to show her her place She is slowly isolated and cut off from the world First goes the Facebook account Next she surrenders her email password and then he yanks off the cord that connects her to the world: her internet connection The husband in the novel is a one-dimensional figure but also an accurate one — education and ideology only a top dressing on the soil of sexual insecurity and contempt for women But this novel raw and stifling in parts stands out because it is seeking — through language art through narration — to reclaim dignity and shake off victimhood To the narrator it is art and the self-reflexivity it brings that gives her distance from her abuse When she is being smashed against a wall she imagines how she might write about it In defiance of his suspicion about her sexual past she writes love letters to old lovers and deletes them before her husband returns “Every line I have written to you is a thought-crime which does not leave a trail of evidence” Her abuse is primarily physical and sexual but she feels it equally through the skin of her language — through the expletives he hurls at her during rape “Every part of my body is a word spat out in disgust” She bemoans that the smattering of Kannada she has picked up in this small town only permits her to be a housewife while “English makes me a lover a beloved a poet Tamil makes me a word huntress it makes me a love goddess” But it is in language that the novel triumphs where it fights its battles and wins them Through memory and knowledge Kandasamy reclaims language as “a secret place of pleasure” as a pact
