Vermont regulator orders Blue Cross & Blue Shield to return $3 million to subscribers

first_imgBlue Cross and Blue Shield of Vermont,Vermont Department of Banking, Insurance, Securities and Health Care Administration Commissioner Paulette J Thabault announced today that she has ordered BCBSVT to return $3 million in premium refunds to subscribers to conclude the Department s investigation into the excessive compensation paid to former CEO, William Milnes. The Company agreed to enter into a stipulation and accept the requirement to return money to subscribers, rather than contest the matter in administrative hearings.After Mr. Milnes retired from BCBSVT in 2008, BCBSVT reported to BISHCA that it had paid Mr. Milnes more than $7 million at the time of his retirement and over the course of the preceding year. The Department responded by initiating a formal investigation into BCBSVT s compensation practices to determine whether the payments to Mr. Milnes were made in violation of state law. Under our laws , said Commissioner Thabault, the Company is supposed to be operated solely for the benefit of subscribers and at minimum cost. When it doesn t, we will take action.   As part of its investigation, the Department subpoenaed records, engaged its own experts, and examined the compensation practices of other companies before concluding that Mr. Milnes had been paid substantially more than the true competitive range for the position, in part because the Company was comparing itself to much larger Blue Cross organizations. The large bonuses routinely given to Mr. Milnes by the Company Board of Directors also had the effect of increasing the value of an already generous retirement package. Although the Department does not set salary levels or approve retirement plans for insurance executives, the investigation showed that the compensation paid to Mr. Milnes simply was not reasonable when compared to similarly-sized managed care and health insurance companies , said Commissioner Thabault. The Order entered by the Commissioner acknowledged the many steps taken by the Company since Mr. Milnes retirement to reduce executive compensation and otherwise limit administrative costs, but nonetheless required the Company to take additional steps towards improved cost containment efforts to protect individual Vermonters and Vermont businesses from otherwise unsustainable medical trends.Source: BISHCA. 6.2.2010# # #last_img read more

No. 8 Trojans welcome Idaho in week two clash

first_imgAfter a convincing 55-6 win over Arkansas State in last week’s season opener, the Trojans (1-0) return to the Coliseum to host the Idaho Vandals (0-1).While the Trojans are sitting on top of the Pac-12 with last week’s win, the Vandals fell to the bottom of the Sun Belt conference with a 45-28 loss to Ohio last week.The Trojans’ 49-point victory over Idaho’s Sun Belt opponent Arkansas State does not bode well for the Vandals heading into Saturday’s matchup. USC has won all nine previous matchups against Idaho.Though the Vandals suffered a tough loss, wide receiver Dezmon Epps nearly broke a school record with 15 receptions for the night, a national best. Safety Chris Hawkins will have the difficult task of containing Epps though Hawkins looked capable with last week’s interception and fumble recovery.Cody Kessler’s No. 1 target, JuJu Smith-Schuster, kicked off his sophomore campaign with four catches for 89 yards.Idaho, who like Arkansas State is a member of the Sun Belt Conference, allowed 489 yards against Ohio, but will need to make some adjustments on defense to stop Smith-Schuster and a dynamic Pac-12 offense.Smith-Schuster even admitted that despite a commanding win, the Trojans were still not at their best.“After we beat Arkansas State, I felt like my teammates, they kind of took it easy,” Smith-Schuster said. “It was kind of sluggish … To be honest, I even came out kind of sluggish.”For Kessler to be an effective quarterback, the Trojans will need to resolve the issues with the offensive line. first_img A quartet from Blankney Golf Club in Lincolnshire won the latest qualifying tournament for England Golf’s new Club Team Championship and led six groups into the grand final.The team of Rikki and Tony Czajkowski, Jonathan Audis and Caroline Mattock scored a total of 73 points on the Hotchkin course at Woodhall Spa Golf Club in Lincolnshire.The other five qualifying teams are: Hickleton Golf Club, Yorkshire, 71 points; Gedney Hill Golf Club, Lincolnshire, 70; Elton Furze Golf Club, Cambridgeshire, 69; Melton Mowbray Golf Club, Leicestershire, 69; and Royal Cromer Golf Club, Norfolk 69.They all go forward to the final at Frilford Heath in Oxfordshire on Friday, 14 August, where they will play off against finalists from three other qualifying events. The fairways are beautiful and the greens are so true. It was a pleasure to play on the course,” added Rikki, who has twice been the ladies’ captain at Blankney.This was the third of four qualifying events.
